The chief of state said Romania definitely needs an agreement with IMF in 2011, which can be of two ways: an accord to borrow money or a precautionary agreement, meaning the authorities can borrow money only if a critical situation emerges.
Basescu also declared the state has no resources in the budget at the time to improve the situation in case other floods affect the country this fall or next year, underlining the reorganization of budget expenses must be continued.
